A block's colour on an agent's map is only half the picture here. The cliff face and the beach beneath it sit under two separate setback rules, and the July 2025 enforcement chain shows exactly what happens when a plot ignores them.

The Timeline Nobody Reads In Full

Most buyers only know the headline count. The chain that produced it ran across five months, and each stage narrowed what was still standing by the next one:

  • 6 May 2025: a Bali Provincial DPRD Commission I field inspection flags tourism businesses at Pantai Bingin sitting on state-owned land without complete permits, per Bali Expat.
  • Written warnings follow the inspection; three were issued to the affected businesses before any physical works began.
  • 15 July 2025: the Regent's office signs off the formal demolition order.
  • 21 July 2025: crews backed by more than 500 military, police, Satpol PP and Linmas personnel clear the cliff and beach frontage in a single coordinated operation, per ABC News.
  • 27 September 2025: with roughly 80% of the works finished, the last intact stair route down to the sand is gone, and the public detour now runs past Pura Bingin instead, per sekilasmedia.com.

Two outcomes from that chain matter most if you are weighing a purchase here: nobody affected received cash compensation, and the workforce that lost its livelihood ran to roughly 170 people.

What Pink Yellow And Green Actually Cover

Agents use pink, yellow and green as shorthand for three articles of Perda Provinsi Bali Nomor 2 Tahun 2023, not the regulation's own wording, so treat the colours as a rough map rather than the legal text itself:

  • Pink is agent talk for kawasan pariwisata, Pasal 95, where the regulation itself clears both a villa build and nightly letting.
  • Yellow stands in for kawasan permukiman, Pasal 96, letting you put up a house but stopping short of clearing it for guests by the night.
  • Green, the strictest of the three, points to Pasal 90's kawasan pertanian and kawasan lindung, where construction of any kind is off the table.

Two Setbacks Stack On Top Of Any Colour

A pink label does not settle the question on its own. Kabupaten Badung's detailed spatial plan, Perda 7/2018, layers two further rules on top of whatever colour a block claims:

  • Nothing may be built within 100 metres of the highest tidal mark along the coast, and anything standing inside that band is capped at 4 metres in height unless it is a watchtower or a coastal-security post.
  • The ravine setback (sempadan jurang) kicks in wherever three conditions line up together on the cliff face: a slope of 45% or steeper, a vertical drop of 5 metres or more, and a flat run of at least 11 metres underneath it.

The Step Up Hotel case at Bingin, which preceded the wider July 2025 action, was pursued on exactly this basis: an alleged encroachment on the coastal setback, per Radar Bali, regardless of the hotel's nominal zone colour. Setback breaches, not the colour on a map, are what actually end a build here.

The Rebuild Timeline Runs Into 2027

Badung Regency has allocated IDR 20 billion to redevelop the wider Bingin Beach area, but the plan runs in two phases. Phase one, through 2026, covers a new 3-metre-wide cliffside staircase, a clean water network, showers, public toilets and land prepared for wooden stalls and a Kecak performance stage. Phase two, the main construction, only starts in 2027 after a tender process, and the Badung Public Works and Spatial Planning Agency has said the beachfront will not be fully complete within 2026, per The Honeycombers.

How To Check One Specific Block
